The city of Apopka near Orlando where I am from has recently implemented a citywide wi-fi service for free. I find it amazingly useful to conduct business on the road or in places where I would have to pay for internet, like Starbucks etc. I dont know about their specific use standard, but it would be worth looking at as a model.
